The Bureau of Indian Standards (BIS) has issued 19 new and revised Indian Standards, bringing changes that touch manufacturers, importers, and testing laboratories across a wide spread of industries. The notification — Ref: HQ-PUB013/1/2020-PUB-BIS (1578), published in the Gazette of India on 23 July 2026 — covers products and services ranging from safety footwear and solar glass to plastics, cement, irrigation, infrastructure, and healthcare services.
There is one point businesses need to get right from the start: a revised Indian Standard does not automatically mean BIS certification has become mandatory for that product. Mandatory compliance depends on whether the product is separately covered under a Quality Control Order (QCO), a BIS Conformity Assessment Scheme, or another product-specific regulation.
The updated standards took effect from 21 July 2026, while many earlier editions continue to run in parallel during a transition period. For several of the revised standards, the earlier editions are scheduled for withdrawal on 21 January 2027 — giving businesses a defined window to prepare, but not a reason to wait.

Safety Footwear
Two revised standards affect footwear used in high-risk industrial settings:
IS 1989 (Part 1):2026 — Leather Safety Boots and Shoes for Miners
IS 1989 (Part 2):2026 — Safety Footwear for Heavy Metal Industries
The earlier 1986 editions will continue during the transition period and are scheduled for withdrawal on 21 January 2027. Manufacturers supplying safety footwear to mining and heavy metal industries should review the revised requirements and assess whether changes are needed in product specifications, testing, or quality-control procedures. Solar Glass
IS 2553 (Part 3):2026 introduces revised requirements relating to safety glass used in solar applications. The earlier 2019 edition is scheduled for withdrawal on 21 January 2027. Manufacturers and suppliers in the solar glass sector should review the revised requirements and determine whether their current products and test reports continue to meet applicable requirements. The IS 2553 standard series also covers safety glass for other applications, including architectural and building use (Part 1) and road transport vehicles (Part 2) — manufacturers working across multiple applications should confirm which specific part applies to their product line.
Plastics and Polyethylene Materials
IS 7328:2026 — Polyethylene (PE) Material for Moulding and Extrusion — replaces the earlier editions IS 7328:2020 and IS 10146:1982, both scheduled for withdrawal on 21 January 2027. This update is particularly relevant to manufacturers using polyethylene material for moulding and extrusion applications. Businesses should review material specifications, testing methods, product quality requirements, and technical documentation against the revised standard.
High Alumina Cement
IS 6452:2026 replaces the 1989 edition of the standard governing High Alumina Cement (HAC) for structural use. Manufacturers of high alumina cement should review the revised chemical and physical requirements against their current production and testing processes ahead of the 21 January 2027 withdrawal date for the 1989 edition.
This is the most important point for manufacturers and importers to get right.
A common misunderstanding is: "BIS has revised the standard, so BIS certification is now mandatory." That is not necessarily correct.
The publication, establishment, or revision of an Indian Standard by itself does not automatically make BIS certification compulsory. Mandatory certification depends on the applicable regulatory framework. A product may require mandatory compliance if it is covered by a:

Businesses should not assume that every product mentioned in the latest BIS standards update requires a BIS licence. Check BIS Applicability: Determine whether your product is covered by a QCO or another mandatory BIS requirement. A revised standard alone does not establish mandatory certification.
Plan Testing Early: If additional or revised testing is required, contact an appropriate BIS-recognized laboratory well before the transition deadline.
Review Existing BIS Certification: Where BIS certification is already mandatory, check whether your existing licence, product models, test reports, or supporting documents need to be updated to the revised standard.
21 January 2027 may appear to be several months away, but compliance changes can take time. Manufacturers may need to modify product specifications, arrange testing, update technical documents, and complete applicable certification procedures. Delaying these activities could create unnecessary pressure close to the withdrawal date.
Starting early allows businesses to identify compliance gaps and address them without disrupting production or market supply.
