IS/IEC 62368-1:2023 is the new BIS safety standard for applicable audio/video, information technology and communication equipment covered under India's Compulsory Registration Scheme (CRS). Introduced through the MeitY transition framework, it will replace IS 13252 (Part 1):2010 and IS 616:2017 for notified product categories.
The transition period allows the applicable old and new standards to run concurrently until 1 November 2028. Manufacturers, brand owners and importers should therefore review product applicability, testing requirements, BIS CRS registration and licence migration well before the deadline.
This guide explains the products covered under IS/IEC 62368-1:2023, standards being replaced, migration requirements, deadlines and BIS certification considerations for existing and new applicants.
IS/IEC 62368-1:2023 specifies safety requirements for applicable audio/video, information and communication technology equipment. Unlike the earlier prescriptive standards, it follows a hazard-based safety engineering approach.
The standard focuses on identifying energy sources that may cause injury or damage and applying suitable safeguards against hazards such as electric shock, fire, excessive temperatures and other safety risks.
Depending on the notified product category, it applies to products such as:
Laptops, notebooks, tablets and other IT equipment
Televisions and audio/video equipment
Printers, scanners and office electronics
Mobile phones and certain communication equipment
CCTV cameras and recorders
Power adaptors and applicable power-supply products
Other products specifically notified under BIS CRS
Standards being replaced:
IS 13252 (Part 1):2010
IS 616:2017
For the applicable BIS CRS product categories, IS/IEC 62368-1:2023 is replacing the earlier safety standards used for information technology and audio/video equipment.
| Old Standard | New Standard |

| IS 616:2017 | IS/IEC 62368-1:2023 |
Key Points
Products presently covered under IS 13252 (Part 1):2010 will migrate to IS/IEC 62368-1:2023 where specified in the applicable notification.
Applicable audio/video products presently covered under IS 616:2017 will similarly migrate to IS/IEC 62368-1:2023.
Any additional standards or essential requirements applicable to a particular product category continue to be relevant where specified.
The following table lists the BIS CRS product categories covered by the transition from the presently applicable safety standards to IS/IEC 62368-1:2023. Manufacturers should also check whether any additional product-specific standards or essential requirements apply to their product.

The compliance route may differ depending on whether a company already holds a BIS registration, is submitting a new application, or intends to add models to an existing scope. Manufacturers should review the latest BIS and MeitY instructions applicable to their specific product category before proceeding.
Existing Licence Holders: Existing registrants should plan migration of applicable models to IS/IEC 62368-1:2023 in accordance with BIS requirements and the notified transition timeline. Updated testing and supporting documents may be required as part of the migration process.
New Applicants: During the applicable transition period, applications may be processed according to the standards permitted under the relevant BIS/MeitY notification. Applicants should consider the remaining transition period before selecting the standard for testing and registration.
Change in Scope / Inclusion of Models: Manufacturers adding new models to an existing registration should verify the applicable standard, series-model grouping requirements and migration conditions before testing or submitting the inclusion request.
Foreign Manufacturers: Overseas manufacturers should also ensure that their Authorized Indian Representative (AIR), test reports, product marking and registration documents remain aligned with the applicable BIS CRS requirements.
For detailed model grouping and migration guidance, also refer to our BIS revised series guidelines for IS/IEC 62368-1:2023 and BIS FAQs on migration to IS/IEC 62368-1:2023.

IS/IEC 62368-1:2023 is a safety standard applicable to notified audio/video and information and communication technology equipment under BIS CRS. It uses a hazard-based safety engineering approach and replaces IS 13252 (Part 1):2010 and IS 616:2017 for the applicable product categories.
For the applicable notified product categories, IS/IEC 62368-1:2023 replaces IS 13252 (Part 1):2010 for information technology equipment and IS 616:2017 for applicable audio/video equipment.
The general transition timeline for the applicable product categories allows concurrent use of the old and new safety standards until 1 November 2028. Manufacturers should also check product-specific notifications because particular categories may have separate requirements or timelines.
Applicable BIS CRS categories include products such as laptops, televisions, mobile phones, printers, scanners, CCTV equipment, power adaptors, wireless headphones, speakers and other notified audio/video and ICT equipment. Applicability should always be checked against the relevant BIS and MeitY product notification.
Existing registrants covering affected product categories should plan migration to IS/IEC 62368-1:2023 within the applicable transition period. Testing, documentation and model-related requirements should be reviewed according to the latest BIS instructions.
Model additions may be possible subject to the applicable BIS rules, standard permitted for the product category, series guidelines and remaining transition period. Manufacturers should verify the applicable requirements before sending samples for testing.
No. Applicability depends on whether the product falls within a category notified under BIS CRS for this standard. Product classification should be checked before assuming that IS/IEC 62368-1:2023 applies.
